Bio:

Ralph Carstens is the Senior Research Adviser at the International Education Association (IEA), based in Hamburg, Germany. He is currently directing the IEA International Civics and Citizenship Education study (ICCS) series, as well as the conceptual development and design of TALIS 2018 for the OECD. In connection with ICCS, he is contributing to the conceptual development and monitoring of Global Citizenship Education and Education for Sustainable Development and liaises with UNESCO and other international organizations (European Commission, Council of Europe, APCEIU) in the context of monitoring progress toward regional targets as well as the UN Sustainable Development Goal (SDG) 4, especially Target 4.7. Dr. Carstens has a background as a primary and lower secondary teacher with broad knowledge related to teaching and learning, methodological skills associated with large scale, cross-national studies and project leadership.

Andres Sandoval-Hernandez is a Reader in Educational Research at the University of Bath in the UK. He also serves as Senior Advisor for the UNESCO’s Latin American Laboratory for Assessment of the Quality of Education (LLECE) and as a Senior Technical Advisor for the UNICEF’s Southeast Asia Primary Learning Metrics (SEA-PLM). Over the last few years, Dr Sandoval-Hernandez has also worked with or consulted for the ministries of education of several countries, for the World Bank, IADB, UIS, and other international organisations. His research interests centre around comparative analyses of educational systems using large-scale assessment data.

This workshop facilitates a reflection on the role of SDG 4.7 in achieving he SDGs, presents the UNESCO and global efforts to develop a framework for reporting on the SDGs and enables a discussion on how to strengthen varieties of measurement of SDG 4.7.

How can SDG 4.7 contribute to the overall achievements of all SDGs?
What are the existing measuring frameworks that could facilitate the reporting of the achievements of the SDGs, with a particular focus on SDG 4.7?
